Located in Portland's Old Town, the Golden West was one of the many businesses that catered to people of color whose business was refused elsewhere. During the Golden West's peak time in the late 1930s, many businesses sprang up, creating a thriving African American community in Portland.

Bill Hart, AIA, is a founding partner in Carleton Hart Architecture PC, a Portland architecture and planning firm, established in 1994. The firm is responsible for extensive renovation work on the Goldenwest Hotel. Bill has over thirty-five years of domestic and international architectural experience and maintains an expertise in the management of complex projects.
